Produced by the National Currency Bureau (later: The BEP), the design features a portrait of Hugh McCullough, Secretary of the Treasury,
The cap was affixed to the back of the stamp. When struck the cap portion of the stamp exploded rendering the stamp used. This vertical pair shows the top stamp with the cap intact and on the bottom stamp the cap has been exploded. A rare pair showing both states of the stamp. This example is gummed on the back . $500.00
